Irvin Cartagena 39 and three other men, Luis Cruz, 56, Carlos Macci, 70, and Hector Robles 57 all from Brooklyn were arrested and charged with narcotics conspiracy in connection with the sale of the heroin laced with fentanyl sold to actor Michael K. William that proved to be a fatal dose.

Ironically, the four had been under investigation before the encounter with Williams and they continued to sell the bad batch even after William’s death. The transaction was caught on a street cam where Williams made the purchase with a cash exchange. Williams was 54 and the coroner ruled his death was caused by “acute intoxication by the combined effects of fentanyl, p-fluorofentanyl, heroin and cocaine.”
