Woman’s Bill Signed into Law After Rape

“Kimberlee’s Law was signed by Governor Bill Haslam Tuesday afternoon. The law was conceived from the story of Kimberlee Morton. Kimberlee was brutally raped, stabbed, and burned with bleach in 1998 by a man she thought was her friend. She later found out, Carlos Thomas was released from prison early for good behavior. He served just 85 percent of his sentence.”
