The New York State Broadcasters Association (NYSBA) has selected Heidi Raphael, a veteran broadcast executive with deep roots in Western New York, as its next President and CEO. This leadership transition carries significant weight for radio programmers, station owners, and rights holders across the Empire State, as Raphael will assume control of an organization representing over 400 local television and radio stations and driving advocacy efforts in Albany and Washington, DC.
From Beasley Media to State Advocacy Powerhouse
Raphael joins NYSBA after nearly a decade serving as Chief Communications Officer for Beasley Media Group, where she managed corporate communications strategy and supported major business initiatives. Her career trajectory includes more than 20 years at Greater Media, where she rose to Senior Vice President of Corporate Communications before moving to Beasley. With over three decades of experience spanning broadcasting, public affairs, and industry advocacy, Raphael brings a proven track record of navigating complex regulatory and economic trends that shape the modern media landscape.
NYSBA Board Chairman Chris Musial, Vice President and General Manager of WBBZ-TV, emphasized that Raphael’s combination of leadership experience and industry knowledge makes her the ideal leader to guide the association into its next chapter. Musial noted confidence in her ability to continue the outstanding work established by her predecessor while advancing the organization’s mission of advocacy, education, and member engagement.
Donovan Steps Down After 15 Years of Leadership
Raphael will succeed David Donovan, who is stepping down from the President and CEO role later this year after leading the organization for 15 years. Donovan will remain with NYSBA to continue directing government relations and advocacy efforts in both Albany and Washington, DC, ensuring a smooth transition while maintaining the association’s strong voice in legislative matters. During Donovan’s tenure, NYSBA expanded its role as one of the nation’s leading state broadcast organizations, strengthening its initiatives in public service and professional development.
Donovan stated that Raphael is uniquely qualified to lead the association forward, citing her experience, energy, and deep commitment to local broadcasting. He expressed his belief that her background makes her an outstanding choice to build upon the foundation he created over the past decade and a half.
Raphael, a native of Western New York, described the opportunity to return home as both professionally and personally meaningful. She thanked Caroline Beasley and the entire Beasley Media Group leadership for their support throughout her career, noting that their mentorship helped prepare her for this executive role. Beasley praised Raphael as a trusted colleague and valued friend, expressing confidence that she will lead NYSBA with the same passion and integrity that defined her tenure at Beasley Media Group.
